The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
Legal Services is currently searching for a Senior Analyst to join its dynamic law office made up of a highly skilled workforce that provides legal support to judicial branch clients on challenging, varied, and significant legal issues. This position will be a program manager and subject matter expert for high visibility programs of great importance relating to the judicial branch in areas where law and technology intersect to providing crucial services to the public and the courts. Among other duties, the incumbent will manage the Judicial Council forms program, including reviewing and making recommendations concerning forms policy, creation, revision, revocation, and quality control procedures, as well as research and analysis for the office on law and technology.
Responsibilities include researching industry standards and emerging technologies, improving workflows and procedures, managing complex law-and-technology projects, collaborating with internal and external stakeholders, developing policies and training programs, and providing guidance on e-filing, electronic records, forms modernization, and related technologies. Also oversee project planning, implementation, technical support, reporting, and staff training while advising leadership on sensitive and high-profile matters.
Qualifications include a bachelor’s degree and four years of analytical experience in program analysis, research, development, implementation, or evaluation, with education and experience substitutions allowed. Alternatively, candidates may qualify with a related master’s degree and one year of analytical experience, or one year of comparable analyst-level experience within the Judicial Council, California courts, or state government.
Preferred candidates have experience in law and technology, court-related systems and software, project and program management, research and data analysis, public communication, and emerging technologies such as e-filing, document assembly, and remote court tools. Strong knowledge of program administration, court operations, project management, research methods, critical analysis, budgeting, and industry best practices is also desired.
